Geraldo Flowers, Ph.D

Dr. Geraldo Flowers is an Associate Professor in the Faculty of Business and Entrepreneurship at Galen University. He holds a Bachelor’s degree in Sociology with a focus on juvenile delinquency, a Master of Public Administration with a concentration in Human Resource Management, and a PhD in Public Administration specializing in Results-Based Management from Florida State University, Tallahassee, Florida. He also holds a Certificate in Project Appraisal and Risk Management from Duke University, Durham, North Carolina.

Dr. Flowers brings extensive senior leadership and public-sector management experience to his academic role, having held executive and administrative positions in local government, higher education, national statistical governance, and development programming. His career includes service as Town Administrator, senior executive leadership at the University of Belize, Chair of the Statistical Institute of Belize, and Program Manager for a nationally funded rural development initiative.

Dr. Flowers’ research focuses on the application of technology to enhance public-sector efficiency, effectiveness, and sustainability. His work includes the development and implementation of management information systems to improve revenue collection, reporting, and financial sustainability in local governments, as well as systems designed to strengthen regional and national institutional capacity for citizen security data management and policy formulation across Caribbean states.

He currently teaches courses in Economics and Business Administration both at the undergraduate and graduate level.   His scholarly contributions include published work in performance management and public administration, including Getting to Results in Florida (with B. Bradley), published by The Rockefeller Institute Press.
